PURPOSE:
City Council is requested to hold a public hearing on October 17, 2017 to receive public comments on the award of the 2017 Justice Assistance Grant (JAG) funds in the total amount of $209,245 to be administered by the Greensboro Police Department and divided between the Greensboro Police Department, Guilford County Sheriff's Department, and the High Point Police Department. The public hearing is a requirement of the administration of the JAG Grant pursuant to applicable Federal law.

BACKGROUND:
Edward Byrne Memorial Justice Assistance Grant (JAG) Program awards are direct to local jurisdictions. The allocation is from a formula-based, non-competitive federal criminal justice funds which does not require a match. A wide range of activities that support justice based programs are eligible for funding. The amounts of distributions to the other participating law enforcement agencies are determined based upon the formula for calculation prescribed by the applicable Grant regulations.

The Chief of Police has recommended that the City Manager approve the application in accordance with the City's grants policy, however, the funder requires applicants to make the grant application available for review by the governing body and provide an opportunity for public comment prior to City Council authorization of the application and MOU. Greensboro, High Point and Guilford County projects will be included in the public hearing agenda item on October 17, 2017.

BUDGET IMPACT:
The resolution calling a public hearing will have no budget impact.
