PURPOSE:
To grant an Encroachment Agreement on City property, 501 S. Elm St, for the installation of the 9/11 World Trade Center Memorial Sculpture by Jim Gallucci. When public or private entities request to use City property, it is required that they secure approval by City Council.

BACKGROUND:
Jim Gallucci donated the 9/11 World Trade Center Memorial sculpture to Downtown Greensboro Incorporated, who approached the City in order to request an area for placement of the sculpture.

The City property located at 501 South Elm Street was chosen as the new location for the sculpture. Currently, the Martin Luther King Jr Bust designed by the artist Wilbur Lee Mapp is located at the proposed location. The condition of the MLK Bust has deteriorated over the years and is in need of repair. The Community Foundation has agreed to pay to have the bust recast in bronze. The City has agreed to relocate the granite pedestal with the new bust to the north east corner of the intersection of Bragg St and Martin Luther King Jr Dr. The MLK Bust will be incorporated into the design of the Greenway phase 1b/c, which will be complete in 2018. Jim Gallucci has agreed to be the lead for restoring, casting and bronzing of the MLK Bust prior to the installation tentatively planned for early 2018. This will become a signature piece for the greenway and an enhancement for the presentation of the MLK Bust.

This encroachment has been reviewed and approved by Transportation, Engineering & Inspections, and Legal.

All associated costs related to the 9/11 sculpture will be incurred by Downtown Greensboro ...
