PURPOSE:

All Systems Restored HVAC & Electrical, LLC is being requested to provide water billing meter change out support services within the City of Greensboro by the Water Resources Department. City Council approval for a three year contract with All Systems Restored HVAC & Electrical, LLC in the amount of $282,000.00 is requested.

 

BACKGROUND:

Water Resources is requesting to enter into a three year contract with All Systems Restored HVAC & Electrical, LLC to provide all labor, equipment, material, and supervision for meter change out services within the City of Greensboro.  The City of Greensboro will supply the meters, transmitters, and washers. The contractor will provide billing meter change out services on an as needed basis to support the City of Greensboro Water Resources Department.

 

On May 25, 2017, the Water Resources Department issued a Request for Proposals (RFP) for Water Billing Meter Change Out Support Services.  Three firms submitted proposals by the June 15, 2017 deadline. The firms who submitted a proposal were All Systems Restored HVAC & Electrical, LLC, Jessup Company, and GE Construction.  A selection committee comprised of internal and external representatives was chosen to evaluate and score the proposals submitted by each firm. The committee evaluated the submissions based on transmittal letter, description/understanding of the scope of services, experience/qualifications of company and personnel/staff, references, rate proposal, and proposed M/WBE participation.  The proposal submitted by All Systems Restored HVAC & Electrical, LLC received the highest score followed by Jessup, and GE Construction. Finally, All Systems Restored is a certified MBE firm in the City’s MSA and will perform all of the work with its own workforce.

 

BUDGET IMPACT:

Funding in the amount of $282,000.00 for this contract is budgeted in Water Resources Enterprise Fund account 501-7013-01.5627.

 

RECOMMENDATION / ACTION REQUESTED:

The Water Resources Department recommends approval of the contract with All Systems Restored HVAC & Electrical, LLC in the amount of $282,000.00
