PURPOSE:

The Property Management Section of the Engineering and Inspections Department is in the process of acquiring right of way and easements for the Pisgah Church Road Sidewalk Project. City Council approval is requested for the purchase of this property.

 

BACKGROUND:

The Greensboro Department of Transportation has approved the Pisgah Church Road Sidewalk Project. The main purpose of the project is to provide pedestrians with a safe route along Pisgah Church Road, connecting existing sidewalks from North Church Street to Battleground Avenue.

 

The subject property is located at 3602 Lawndale Drive, parcel #0055948. This property is owned by Christ Lutheran Church. The portion of property to be purchased was appraised by Dick Foster of Foster Appraisal Services, Inc. and was valued at $40,900. The owner has agreed to accept the appraised value.

 

The property is zoned O (Office). The required Proposed Margin Taking is an area of 3,534 Sq. Ft. (.08 acre). The required Temporary Construction Easement is an area of 2,733 Sq. Ft. (.06 acre).

 

BUDGET IMPACT:

Funding in the amount of $40,900 for this purchase is budgeted in the Street and Sidewalk Capital Project Fund, Sidewalk Improvement EL-5101 DL Account #401-4546-01.6012, Activity #A15138.

 

This is a Federal Funded contract/project and is subject to 80% reimbursement by FHWA.

 

RECOMMENDATION / ACTION REQUESTED:

The Property Management Section of the Engineering and Inspections Department recommends the approval of this acquisition.
