PURPOSE:
The Property Management Section of the Engineering and Inspections Department is in the process of purchasing right of way and easements for the Lee's Chapel Road Sidewalk Project. City Council approval is requested for the purchase of this property.

BACKGROUND:
The Greensboro Department of Transportation has approved the Lee's Chapel Road Sidewalk Project. The main purpose of the project is to provide pedestrians with a safe route along Lee's Chapel Road, connecting existing sidewalks from North Church Street to Yanceyville Street.

The subject properties are located at 3814 N. Church Street and 1304 and 1306 Lee's Chapel Road, parcels #0047442, 0047443 and 0047444. These properties are owned by RDG Holdings, LLC and MMG Management, LLC. The portion of property to be purchased was appraised by D. Lynn Cable and was valued at $18,075. Through negotiations, the owner has agreed to accept $22,000.

The properties are zoned CD-C-M (Commercial - Medium). The required Proposed Margin purchase is an area of 1,311 Sq. Ft. (.03 acre) and Present Margin, or area within the current road, is 11 Sq. Ft. (.0002 acre). The required Temporary Construction Easement purchase is an area of 1,184 Sq. Ft. (.027 acre).

BUDGET IMPACT:
Funding in the amount of $22,000 for this purchase is budgeted in the Street and Sidewalk Capital Projects Fund, Sidewalk Improvement EL-5101 DL, Account #401-4546-01.6012 Activity #A15138.

This is a Federal Funded contract/project and is subject to 80% reimbursement by FHWA.
