PURPOSE:
To enact Section 4-8 of the Greensboro Code of Ordinances to allow the sale of alcoholic beverages beginning at 10:00 am on Sundays.
BACKGROUND:
The North Carolina General Assembly passed Session Law 2017-87 (SB 155), commonly referred to as the “Brunch Bill.” The law amends NCGS §160A-205.3 and allows for the sale of alcoholic beverages beginning at 10:00 am on Sundays, provided a local government enacts an ordinance to that effect. The pertinent part of Session Law 2017-87 reads as follows:
§ 160A-205.3. Hours of certain alcohol sales.
In accordance with G.S. 18B-1004(c), a city may adopt an ordinance allowing for the sale of malt beverages, unfortified wine, fortified wine, and mixed beverages beginning at 10:00 A.M. on Sunday pursuant to the licensed premises' permit issued under G.S. 18B-1001.
Therefore, to allow the sale of alcoholic beverages beginning at 10:00am on Sundays, the Greensboro City Council should enact Sec. 4-8 of the Greensboro Code of Ordinances.

RECOMMENDATION / ACTION REQUESTED:
It is recommended that City Council enact Sec. 4-8 of the Greensboro Code of Ordinances to allow the sale of alcoholic beverages beginning at 10:00 am on Sunday pursuant to licensed premises’ permit issued under NCGS 18B-1001.
