PURPOSE:

Water Resources is requesting a contract change order to the Townsend Water Treatment Facility Basin and Gravity Filter Improvements Project Construction Administration Services Contract 2016-039 to provide additional construction oversight associated with the extended overall construction of the project. In order to oversee the additional field work, approval for a contract change order is requested.

BACKGROUND:

On December 20, 2016 the City authorized professional services construction administration and inspection services contract 2016-039 with Hazen & Sawyer, PC in the amount of $189,155 to support the Townsend Water Treatment Facility Basin and Gravity Filter Improvements Project.  The original contract provided for onsite observations of the work and field check of materials and equipment for the construction of the proposed infrastructure improvements. The original estimated construction timeframe was 24 months, however, the actual construction contract issued to the CMAR has a duration of 27 months.  The change order will allow the engineering team to extend their onsite observation, evaluation and technical guidance of the work necessary for the completion of the project due this extenuation in the project schedule. This change order also provides an opportunity to increase the MWBE participation on the project. The Construction Administration and Inspection team for the original contract included Hazen & Sawyer, PC and S.L. King and Associates, Inc., a MBE. With this change order, Hazen and Sawyer would like to add Critek Engineering Group, PC who is also a local MBE, to the Construction and Inspections team.  Hazen & Sawyer’s MBE commitment for this change order is 90% MBE.

BUDGET IMPACT:

Funding in the amount of $189,155 is budgeted in the Water Resources Bond Fund account 515-7025-01.5410 (Professional Services).
