PURPOSE:
CDM Smith, Inc. is being requested to provide Design and Bidding Services for Townsend WTP New Solids Lagoon Project. City Council approval of a contract in the amount of $398,615 is requested.
BACKGROUND:
The Townsend WTP New Solids Lagoon project consists of adding a second lagoon at the Townsend WTP. The Townsend WTP currently has a single lagoon. A single lagoon has presented some challenges complying with NPDES (discharge) permit requirements and does not allow maintenance shutdowns for repairs. A second lagoon will allow maintenance and cleaning to assist with NPDES compliance. It will also increase reliability of the WTP. CDM Smith, Inc. was contracted to perform a feasibility study prior to this project and was selected as the design engineer for their experience on similar projects. The Design and Bidding Services team will include CDM Smith, Inc. and JC Waller & Associates. JC Waller & Associates is a local MBE and their utilization is 8.4% of the contract amount.
BUDGET IMPACT:
Funding is budgeted in Water Resources Capital Fund account 503-7026-04.5410 in the amount of $398,615. A budget adjustment is needed to use this account.
RECOMMENDATION / ACTION REQUESTED:
The Water Resources Department recommends approval and award of the Design and Bidding Services contract to CDM Smith, Inc. for $398,615 for Townsend New WTP Lagoon project and the associated budget adjustment.
