PURPOSE: This Subrecipient Agreement Amendment replaces the original Subrecipient Agreement, dated May 16, 2007, between the City of Greensboro and the City of High Point. The Amendment details the terms and conditions that the City of High Point will report and remit any program income generated from HOME Program activities originally made available by the Greensboro HOME Consortium and undertaken by the City of High Point prior to July 1, 2006. The Amendment also requires the City of High Point adhere to the ongoing compliance requirements throughout the periods of affordability.

 

BACKGROUND: The City of High Point achieved independent status as a Participating Jurisdiction effective July 1, 2006. The City of Greensboro, Lead Entity of the Greensboro HOME Consortium, and the City of High Point entered into a Subrecipient Agreement May 16, 2007 that outlined High Point’s remaining requirements to the Greensboro HOME Consortium. The original Subrecipient Agreement is being amended to meet updated federal HOME regulations and to delineate the responsibilities of each municipality.

 

BUDGET IMPACT: The City of Greensboro will receive approximately $25,000 annually in HOME program income. Funds must be used to carry out eligible HOME Consortium activities.

 

RECOMMENDATION / ACTION REQUESTED: Request that Council adopt the attached resolution to authorize the Subrecipient Agreement Amendment.
