PURPOSE:

The Greensboro Parks and Recreation Department has received a grant from the United States Tennis Association (USTA) Southern Regional “Build It Forward” grant program for $13,000  To accept this grant, a budget amendment is requested from Greensboro City Council in accordance with current city fiscal procedures.

 

BACKGROUND:

Acceptance of this grant allows the Parks and Recreation Department to complete the tennis court renovation project at Spencer Love Tennis Center. This renovation project originates from contract 2016-0700, the Tennis Director Agreement City of Greensboro Tennis Facilities for the operation of designated tennis complexes and programs.  As a condition of this contract between the City of Greensboro and Triad Tennis Management, Inc. (TTM), TTM agreed to raise private funds for the renovation of thirteen (13) existing tennis courts at the Spencer Love Tennis Center.  Said contract has been amended to redefine “court expansion project” to include renovation of thirteen (13) existing courts as Phase 1, with Phases 2-3 as the expansion of the Spencer Love Tennis Complex to include construction of additional courts. 

 

A goal of the various USTA Facility grants is to provide communities with access to safe, appealing and functional tennis environments. The essence of their initiative is to assist communities by leveraging tennis facilities to promote lifelong healthy activity, and to improve programming by advancing the latest tennis innovations for all program types. Phase 1 consists of the conversion of twelve (12) Har Tru tennis courts to HydroCourts (change order due to limited access to thirteenth court). HydroCourts consist of an advanced subsurface irrigation system that eliminates the need to water the tennis courts twice daily, resulting in less down-time for watering, lower annual maintenance costs, and consistent playability. In addition, this system reduces the amount of water needed to keep the surface sufficiently damp for a quality playing surface.

 

BUDGET IMPACT:

No match is required from the City to secure this grant. Funding for this renovation project consists of $175,000 secured in account number 453-5010-01.6019 from a 2006 approved bond for tennis court renovations, and TTM contributed $190,000 to the court renovation project.

 

RECOMMENDATION / ACTION REQUESTED:

It is recommended that the City Council accept the USTA Southern Regional “Build It Forward” grant program and adopt the attached budget ordinance to establish funding in the amount of $13,000 for the tennis court renovation project at Spencer Love Tennis Center.
