PURPOSE:

The Parks and Recreation Department seeks to continue its partnership with The Salvation Army of Greensboro - Boys and Girls Clubs for the provision of youth programming at Caldcleugh Multicultural Arts Center. Through this contractual partnership as evidenced in Contract #2015-5206, the Boys and Girls Clubs provide comprehensive and enriching after school and summer day camp programs consistent with national best practices, offered at an extremely low price to users.

 

For the last two fiscal years, through the existing contractual arrangement the City has paid The Salvation Army of Greensboro - Boys and Girls Clubs $40,000 per year. The City’s contribution represents approximately a third of the overall costs of the operation of the program, with the Boys and Girls Clubs covering the remaining costs. Because the $40,000 value of this addendum causes the total amount of the overall contract to exceed $100,000, City Council approval is required in order to continue with the third and final year of the agreement.

 

BACKGROUND:

Since the fall of 2015, Parks and Recreation has partnered with The Salvation Army of Greensboro - Boys and Girls Clubs to offer youth programming at Caldcleugh Multicultural Arts Center. Through its annual operating budget, Parks and Recreation provides approximately a third of the total costs of the Boys and Girls Clubs’ after school and summer camp provision at the site and additional in-kind programming support. Through this partnership, Parks and Recreation associates with a nationally renowned program known for improving youth’s test scores and performance in school and promotes efficiency and collaboration, rather than duplication and competition, with an aligned service provider. Costs to the user are kept as low as $7/participant/year for qualifying families. 

 

Since the inception of this partnership, the number of youth visits at Caldcleugh has tripled, growing from 2,400 youth visits in 2014 (the last year Parks and Recreation offered afterschool and summer camp through the use of in-house resources at the site), to 7,300 youth visits in 2016. Caldcleugh Center continues to be a hub for cultural arts programming, as Parks and Recreation’s City Arts and community garden programs are infused into the Boys and Girls Club and a partnership with UNC-G’s Community Arts Collaborative has allowed for guitar, strings, percussion, playwriting and dance to be introduced to youth participants. An additional partnership with the Out of the Garden Project allows for a free meal to be provided to all after school participants.

 

At its June 21, 2017 meeting, the Parks and Recreation Commission voted unanimously to support the City entering into this contract addendum for FY2018 and directed staff to bring this item to Council for consideration. 

 

BUDGET IMPACT:

The value of this contract addendum is $40,000 which covers one year of programming services. Funding to cover this agreement is included in the adopted operating budget of Caldcleugh Center, account number 101-5005-08.5413,for FY2018.

 

RECOMMENDATION / ACTION REQUESTED:

It is recommended that City Council approve the execution of a contract addendum with The Salvation Army of Greensboro - Boys and Girls Clubs in the amount of $40,000.
