PURPOSE:
The North Carolina Department of Transportation has awarded the City the FY 2017-2018 Federal Transportation Planning Grant Funds on behalf of the Greensboro Urban Area Metropolitan Planning Organization. A budget ordinance needs to be approved by City Council to permit the expenditure of funds.

BACKGROUND:
As the lead transportation planning agency for the Greensboro Urban Area Metropolitan Planning Organization (MPO), the City of Greensboro receives annual Federal Highway Planning Grant funds (Section 104(f)PL). These funds are administered by the North Carolina Department of Transportation (NCDOT) and are used to fund transportation planning related activities, which support the MPO's Unified Planning Work Program. The MPO Transportation Advisory Committee adopted the FY 2017-2018 Unified Planning Work Program on March 22, 2017 based on a funding availability statement provided by NCDOT.

For FY 2017-2018, the City has received notification from the NCDOT that $389,431 is available to cover 80% of the transportation planning expenses. Since this is a grant program, a $97,358 local (in-kind services) match is required to leverage these funds. Therefore up to $486,789 is available for transportation planning in FY 2017-2018.

BUDGET IMPACT:
The ordinance adds $389,431 in federal grant funds and $97,358 in local (in-kind services) match for a total of $486,789 to 220-4599-01 to cover transportation planning related expenses in FY 2017-2018.
