PURPOSE:

The Parks and Recreation Department is in the process of accepting eight designated drainageway and open space properties as described on the approved and recorded subdivision plats listed below. City Council approval of acceptance is requested.

 

BACKGROUND:

The Parks and Recreation Department has been presented with the opportunity to accept eight parcels for drainageway and open space properties for dedication. Five of the parcels currently have existing parks on them and others are part of the subdivision plats requirement that drainageway and open space areas be dedicated to the City in order to meet planning guidelines. The City has the option of accepting these and taking ownership after dedication.  The owners of the properties and respective parks are listed below with addresses and plat book numbers for dedication. The indicated drainage way and open space areas in this packet will become City owned property. The Parks and Recreation Commission approved the recommendation to accept the eight dedicated drainageway and open space properties at its meeting on February 8, 2017.

The subject properties are located at:

§                     2008 Brassfield Rd, parcel #0066665 (9.48 acres), and the subdivision plat is Plat book 97 Page 088. The property is zoned R-3 and located in District 4.

§                     2021 Selkirk Dr, parcel #0081236 (.68 acres), and the subdivision plat is Plat book 173 Page 101. The property is zoned PUD and located in District 4.

§                     4610 A Mallard Creek Dr, parcel #0047676 (5.21 acres), and the subdivision plat is Plat book 155 Page 018. The property is zoned R-5 and located in District 2.

§                     3604 Waldron Dr, Carolina Laurel Park, parcel #0068293 (2.01 acres), and the subdivision plat is Plat book 114 Page 113-114. The property is zoned R-5 and located in District 3.

§                     1324 Mayfair Ave, Rosewood Park, parcel #0033820 (1.26 acres), and the subdivision plat is Plat book 143 Page 136. The property is zoned R-5 and located in District 2.

§                     2306 Bracyridge Rd, Oaks West Park, parcel #0058165 (2.10 acres), and the subdivision plat is Plat book 062 Page 122. The property is zoned R-3 and located in District 5.

§                     308 Miltwood Dr, Three Meadows Park, parcel #0056274 (4.93 acres), and the subdivision plat is Plat book 56 Page 112. The property is zoned R-3 and located in District 3.

§                     512 Miltwood Dr, Three Meadows Park, parcel #0056273 (3.57 acres), and the subdivision plat is Plat book 58 Page 15. The property is zoned R-3 and located in District 3.

 

BUDGET IMPACT:

Funding in the amount of $26.00 per property for the Guilford County Register of Deeds recording fees are budgeted in the Parks and Recreation Department Account #101-5029-01.5288 and totals $208.00. Funding for the minimal maintenance of the drainageway and open space area is currently budgeted in the Field Operations Right-of Way maintenance budget.

 

RECOMMENDATION / ACTION REQUESTED:

The Parks and Recreation Department recommends approval of the acceptance of these dedications by deed.
