PURPOSE:
The Greensboro Police Department wishes to continue its contractual leasing relationship with Omnilinks Systems, Inc. The police department has satisfactorily employed Omnilinks Systems, Inc for specialized services since 2011 and the department desires to continue the relationship. The new lease is for a two year period (7/1/17-6/30/19) with a value of $175,000 per year. The contract is presented to Greensboro City Council in accordance with current city fiscal procedures.
BACKGROUND:
Omnilinks Systems Inc. leases equipment and services to the Greensboro Police Department for their priority offender electronic monitoring program. The company provides monitoring devices and related services of hosting and maintenance of the software application to monitor the location of such devices. The program uses the mobile devices as requested by the City to track and/or monitor offenders through the software application.
The new leasing contract is based upon the Charlotte Cooperative Purchasing Alliance, which allows for participating agencies to purchase off the City of Charlotte contract 2017000958 for offender tracking services. Charlotte Cooperative Purchasing Alliance (CCPA) is managed and operated by the City of Charlotte (City) Procurement Management. Procurement Management began developing a cooperative purchasing program in 2007 with the primary objective of serving the needs of the City while also providing leadership and contract opportunities to other government entities. All CCPA contracts are competitively solicited by the City of Charlotte and may be utilized by all other states, local governments, school districts, and higher education institutions in the United States of America, and other government agencies and nonprofit organizations, and in compliance with the competitive bidding laws of the state of North Carolina.
On September 9, 2016, the City of Charlotte issued a Request for Proposal (RFP) for CMPD on behalf of the Charlotte Cooperative Purchasing Alliance (CCPA) for Electronic Monitoring Services. In response to the RFP, the City received four proposals from interested service providers. On February 27, 2017, the Charlotte City Council awarded a unit price contract for Electronic Monitoring Services to Omnilinks Systems, Inc. (2017000958). The contract was competitively solicited by the City on behalf of itself and all other local governments, school districts, and higher education institutions in the United States of America, and other government agencies and nonprofit organizations, and in compliance with the competitive bidding laws of the state of North Carolina.
Omnilinks, Inc is part of Numerex, a publically traded data communication company and is headquartered in Dallas, Texas.
BUDGET IMPACT:
The contract will be funded with Greensboro Police budget in the amount of $175,000 for each of the two fiscal years and will be paid out of account 101351014.
RECOMMENDATION / ACTION REQUESTED:
It is requested that the City Council pass the resolution allowing the Greensboro Police Department to enter into a leasing contract in the estimated amount of $175,000 for each year during the period of July 1, 2017 through June 30, 2019 with Omnilinks Systems Inc.
