PURPOSE: As a condition of receiving federal Housing and Urban Development (HUD) formula grants funds, the City of Greensboro must submit an application (the Annual Action Plan) on behalf of Greensboro and HOME Program Consortium member jurisdictions Burlington, Guilford, and Alamance counties. As a result of the delayed announcement of HUD appropriations, the Annual Action Plan is due to HUD by August 16, 2017 after City Council approval.
BACKGROUND: The Annual Action Plan describes how the City and HOME Consortium partners plan to meet ongoing commitments and mandates using anticipated FY 2017-2018 from the following sources:
HUD Funding for the City of Greensboro and Greensboro HOME Consortium ($3,786,642)
Community Development Block Grant (CDBG): $1,972,442
Emergency Solutions Grant (ESG): funding to assist homeless persons secure permanent housing: $182,064
Housing Opportunities for Persons With AIDS (HOPWA): $370,437
Home Investment Partnership Program (HOME) - The City of Greensboro is the administrative agent for HOME Investment Partnership Program funds for the City of Burlington and Alamance and Guilford counties:
Greensboro: $843,715
Burlington: $196,741
Guilford County: $117,288
Alamance County: $103,415
Proposed Uses of HUD Funds:
Section 108 Loan Re-payment: $735,033 (mandated obligation - CDBG)
Program Administration: $460,359 ($375,988 CDBG; $84,371 HOME)
Fair Housing Administration: $18,500 (CDBG)
South Elm Street Economic Development: $180,000 (CDBG)
Citywide Housing Rehabilitation Program: $486,790 (CDBG)
Homelessness Prevention: $358,194 ($176,130 CDBG; $182,064 ESG)
Affordable Housing Development RFP: $717,786 (HOME)
Community Housing Development Organization Development: $141,558 (HOME)
Housing Assistance for Persons with AIDS: $370,437 (HOPWA)
Redevelopment Area Activities: $150,000 (CDBG)
BUDGET IMPACT: $3,368,658 in new federal HUD grant funds and an estimated $250,000 in program income will be available to address affordable housing, economic development, and community revitalization needs in Greensboro.
RECOMMENDATION / ACTION REQUESTED: Request that Council conduct a public hearing to receive comment on the proposed FY 2017-2018 Annual Plan application and adopt the attached resolutions to authorize submission of federal program plans and funding application to HUD.
