PURPOSE:

The Parks and Recreation Department seeks to apply for a $50,000 National Recreation and Parks “Meet Me at the Park-Play Spaces Grant” for the Henry Street Neighborhood Park. The Meet Me at the Park-Play Spaces Grant requires a dollar-for-dollar match of $50,000, which is included in the Henry Street Neighborhood Park development’s existing project budget of $374,030. City Council approval is required for this matching grant, which has an application deadline of June 23, 2017. If the grant is awarded, the funding would be utilized for the Henry Street Neighborhood Park existing project plans as recommended by neighborhood input.

BACKGROUND:

On July 15, 2014 City Council authorized the sale of 7.004 acres of the Henry Street Neighborhood Park to KRC Greensboro Limited Partnership for the expansion of Abbotswood. The remaining three acres and proceeds from the sale are to be used solely for improvements to the Henry Street Neighborhood Park. In December 2016, the Parks and Recreation Department held its first community conversation to receive input on park improvements. In January 2017, a RFQ was issued for a firm to provide a conceptual design of the park based on community input. In April 2017, Stewart Engineering, Inc. was chosen as the design firm. In May 2017, a second community conversation was held to get specific community input on design components. Stewart Engineering, Inc. is currently finalizing the design plan based upon the community input. The Meet Me at the Park-Play Spaces Grant would provide additional funding for the project and focus a portion on play features for children ages 4-11.

BUDGET IMPACT: Parks and Recreation has funding available from the July 15, 2014 sale of property to KRC Greensboro Limited Partnership. If awarded the grant, the local match of $50,000 will be utilized from the existing budget in account number 410-5017-02 for a total budget of $424,030, and have no impact on the department’s operating budget.

RECOMMENDATION / ACTION REQUESTED: The Parks and Recreation Department requests City Council approval and adoption of a resolution authorizing the National Recreation and Park Association “Meet Me at the Park-Play Spaces Grant” matching grant in the amount of $50,000.
