PURPOSE:
City Council approval is requested to authorize the City Manager to negotiate and execute a contract with Arbor E&T, LLC, d/b/a ResCare Workforce Services in an amount not to exceed $1,000,000 to fund Workforce Innovation and Opportunity Act Adult and Dislocated Worker services through June 30, 2018.

BACKGROUND:
The Workforce Development Board/City of Greensboro has contracted with Arbor E&T, LLC, d/b/a ResCare Workforce Services to provide comprehensive workforce services for Adults and Dislocated Workers since October 2014. Under Workforce Innovation and Opportunity Act guidelines, a new Request for Proposals must be issued at the end of the three-year contract period. An RFP was issued, and the Workforce Development Board recommended selecting ResCare from the responsive bids.

ResCare Workforce Services has performed its contract responsibilities and met benchmarks at an acceptable level to date. On May 19, 2017, the Workforce Development Board (WDB) voted to approve the contract through June 30, 2018 at a cost not to exceed $1,000,000 for the period of July 1, 2017 - June 30, 2018.

BUDGET IMPACT:
Funds for this contract modification are budgeted in the Office of Workforce Development Workforce Innovation and Opportunity Act accounts. All funds to be utilized are US Department of Labor funds passed through the NC Department of Commerce. No General Revenue funds are requested.
