PURPOSE:

Allocations are for programs funded through the Workforce Innovation and Opportunity Act (WIOA) via the U.S. Department of Labor, passed through the N.C. Department of Commerce (NC DOC) and its Division of Workforce Solutions to the Workforce Innovation and Opportunity Act Local Area program administered by the City of Greensboro’s Office of Workforce Development division and the Guilford County Workforce Development Board (WDB). A budget amendment needs to be approved to allow the expenditure of funds.

 

 

BACKGROUND:

1.                     Includes Detail Section 1 in Attachment A.  The NC Department of Commerce provides apprenticeship funds to local WDBs based on request.  The Guilford WDB has been granted funds in the amount of $81,828 effective 3/30/2017, expiring 12/31/2017.  These funds will be used to support the Guilford Apprenticeship Partners High School Pre-Apprenticeship program.

 

The PY 2015 Guilford Apprenticeship Program Fund is created in the amount of $81,828.

 

2.                     Includes Detail Sections 2 and 3 in Attachment A.   The NC Department of Commerce has released additional Program Year (PY) 2016 WIOA funds to all statewide workforce boards based on additional funds received from the US Department of Labor.  The Guilford WDB has been granted funds in the amount of $862 effective 4/19/17, expiring 6/30/2018. These funds will be used to supplement ongoing workforce activities in Guilford County.

 

The PY 2016 WIOA Dislocated Worker and Admin funds are increased in the following amounts:

WIOA Dislocated Worker 2016 4030 grant in the amount of $776

WIOA Admin 2016 4010 grant in the amount of $86

 

3.                     Includes Detail Sections 4-7 in Attachment A.  The NC Department of Commerce provides state-wide Workforce Innovation and Opportunity Act funds, on a competitive basis, for businesses to train their incumbent workforce.   An award was made in 2014 on behalf of four businesses: ESRA Facility Management, a facility management and energy audit provider in Greensboro in the amount of $2,455; Mickey Truck Bodies, an automotive body manufacturer in High Point in the amount of $9,686; Cascade Die Casting Group, an aluminum dye caster in High Point in the amount of $9,686; and Piedmont Pharmaceuticals, a pharmaceutical developer in Greensboro in the amount of $9,852.

 

At the conclusion of the grant period, there were remaining funds in the four grants due to actual final expenses being less than the budgeted amounts that need to be de-obligated and have their budgets reduced by a total of $2,740.  As no funds were drawn down beyond the actual funds spent, no funds will need to be returned to the state.

 

The PY 2014 ESRA IWP Fund is reduced in the amount of $545

The PY 2014 Mickey Truck Bodies IWP Fund is reduced in the amount of $284

The PY 2014 Cascade Die IWP Fund is reduced in the amount of $1,904

The PY 2014 Piedmont Pharmaceutical IWP Fund is reduced in the amount of $7.

 

4.                     Includes Detail Sections 8-10 in Attachment A.  The Workforce Innovation and Opportunity Act Local Area program earned fees for services provided to businesses in Guilford County in both Fiscal Year 2015-16 and Fiscal Year 2016-17.  Those services included WorkKeys job profiling and assessment of WorkKeys skills levels for new and existing workers.  Funds were also earned for the division through the sale of surplus inventory.  Income earned through these services will be used to offset staff expense under the Workforce Innovation and Opportunity Act.  The total income earned was $236 which is then allocated to the various primary WIOA grants for expenditure purposes.

 

The PY 2015 WIOA Adult, Dislocated Worker and Youth funds are increased in the following amounts:

WIOA Adult 2015 4020 grant in the amount of $120

WIOA Dislocated Worker 2015 4030 grant in the amount of $35

WIOA Youth 2015 4040 grant in the amount of $81

 

 

BUDGET IMPACT:

 

The attached ordinance results in an increase of $80,186.  This increase will be funded through grant funds.  No City funding is required.

 

 

RECOMMENDATION / ACTION REQUESTED:

 

It is recommended and requested that the City Council adopt the attached budget ordinance establishing and/or adjusting funding in the amount of $80,186 for Workforce Innovation and Opportunity Act Local Area programs.
