PURPOSE:
Arcadis G&M of North Carolina, Inc. is being requested to provide Bidding and Construction Phase services for the North Buffalo Outfall Phase II Sewer improvements project. City Council approval of a contract Arcadis G&M of North Carolina, Inc in the amount of $102,200 is requested.

BACKGROUND:
The North Buffalo Outfall Phase II Sewer improvements project consists of the replacement of approximately 1,700 lf of the existing North Buffalo Outlet from Hill Street to the junction manhole where the Mitchell Water Treatment Plant process wastewater flows enter the system. The project is intended to improve the outfall to carry future conditions and resolve existing system issues since it has several undersized and reverse slope pipe segments. The construction project will focus on replacing the existing inverted siphons and install 42, 48 and 54-inch outfall that will carry the Mitchell WTP discharge flows and predicted future flows for 2050.

The proposed construction engineering services include Pre-Bidding, Bidding and Construction Phase Services. The Pre-Bidding services include attending public meetings to inform neighbors and citizens about the project and address any concerns that may arise. Bidding services include preparation of bidding documents and engineering support during the award of the contract. Construction Services include shop drawing review and any technical questions during construction of the project. Construction Observation of the project will be provided by Engineering and Inspections Department's staff.
