PURPOSE:
The City of Greensboro Water Resources Department is requesting to enter into a professional services contract with ENPULSE Energy Conservation, Inc. to evaluate the energy usage and assess energy intensive maintenance and operational activities associated with the Lake Townsend Water Treatment Plant. City Council approval of an exemption to the procurement of architectural, engineering and surveying services in accordance with G.S. ?143-64.32 is requested and approval of a professional services contract not to exceed $49,500 is requested.

BACKGROUND:
The Townsend Water Treatment Plant is the second largest consumer of electricity within the Water Resources Department. In order to evaluate the utilization of energy as well as the operational and maintenance systems that impact the energy usage at the facility a professional engineering services contract is requested.

North Carolina General Statute ?143-64.31 requires local governments to procure architectural, engineering and surveying services using a qualification based selection process. For expediency and efficiency purposes in the procurement process and to utilize a consultant who is known to have the ability to perform this type of work an exemption to the aforementioned General Statute is requested in accordance with G.S. ?143-64.32.
