PURPOSE:
Consider a resolution authorizing a contract for professional services with Team Better Block, LLC for work allowed under the College Hill Municipal Service District Three-Year Capital Improvements Plan.

BACKGROUND:
Approved in 2016, the College Hill Municipal Service District Three-Year Capital Improvement Plan identified a range of projects and initiatives that preserve and enhance the historic character of the College Hill neighborhood and local historic district.

This professional services contract will fund the study and development of test concepts to guide future physical improvements to the neighborhood's streets, signage, intersections, and pedestrian accommodations. Team Better Block, LLC was selected through a competitive request for proposal process. The Street Plans Collaborative was the other firm that submitted a bid in response to the process. Proposals were reviewed by an evaluation panel consisting of representatives of the College Hill Neighborhood Association, Planning Department, Transportation Department and the M/WBE office. Proposals were evaluated based on scoring criteria established in the request for proposals.

On April 26, the Historic Preservation Commission conducted the required public hearing on the contract award.

BUDGET IMPACT:
No further budget action is required. Funds for this contract are budgeted in the College Hill Municipal Service District Fund, 210-2002-01. The contract is not to exceed $60,000.
