PURPOSE:
City Council is requested to approve a contract with RP Murray Construction to build two (2) new concession stands on the lower 100 level concourse in the Greensboro Coliseum. One of these concession stands will be a Beer-themed Bar (Bud Bar) and the other will be a full service cooking concession stand. Due to higher demand of concessions at larger events, adding these two concession stands will help increase both food and beverage sales. This project is being funded with third party sponsorship funds that contractually can only be used to enhance the Coliseum's concession stands upgrades. After value engineering (VE)*, the contract with RP Murray will be in the amount of $384,400.

BACKGROUND:

The City received one bid on March 21st from RP Murray, which included the base bid for the Bud Bar and for an Add Alt bid for the 121 concessions stand. This was the second time this project had been bid out. The first time the project was bid out, the low bidder did not meet the M/WBE goal, nor was the low bidder able to provide significant evidence that they had made a good faith effort to meet the M/WBE goal. This resulted in all bids being rejected, and the project was re-bid. As per state bidding laws and rules, the City can open a single bid on the second round of bidding.

The City of Greensboro's M/WBE goal setting committee set a 5% MBE goal and a 5% WBE goal for this project. After value engineering, RP Murray will utilize 15.3 % MBE and 5.3 % WBE, which exceeds the M/WBE goal.
