PURPOSE:
The Parks and Recreation Department seeks to continue the contractual partnership with the Greensboro United Soccer Association (GUSA) to expand and improve the Bryan Park Soccer Complex. With an investment of $2M, the City estimates a return on investment within the range of $13M -$18M per tournament.
To proceed with the project, a resolution authorizing the City Manager and staff to enter into negotiations and execute a contract is requested for approval from Council. The contract authorizes GUSA to manage the project under the City’s MWBE and contract bidding policies and procedures. Upon GUSA achieving agreed upon construction guidelines and milestones, the City will pay GUSA up to $2M per the terms and conditions of the contract.
With Council’s approval at this meeting, an achievable timetable will be set to complete phase 3 of this project, and create an opportunity to secure a significant tournament in December 2017.
BACKGROUND:
This project is consistent with Council’s previous approval on October 20, 2015 authorizing the manager and staff to enter into negotiations and execute a contract for first phases of the project, which has already secured an estimated $30M in economic impact for the City. The proposed improvements of this project include adding two new natural grass fields, lights and parking. The project has been identified and approved by Council and voters as part of the 2016 Parks and Recreation Bond package.
The overall project was originally reviewed at Council work session on July 16, 2015, where Council received a presentation about the scope of the proposed expansion project, unanimously indicated its support, and directed the Parks and Recreation Department to bring the proposed Bryan Park Soccer Complex site conceptual plan to the Parks and Recreation Commission for consideration. At its August 12, 2015 meeting, the Parks and Recreation Commission unanimously voted in support of the project and of the Bryan Park Soccer Complex conceptual plan. On September 15, 2015, Council approved the budget adjustment reallocating funds to the Bryan Park Soccer Complex project, and on October 20, 2015 Council directed the City Manager and staff to enter into negotiations and execute a contract for the first phase of the project.
Drivers of this project are consistent with the City’s goal of creating an environment to promote economic development opportunities and maintaining its reputation as “Tournament Town”, while being lean and efficient leveraging private funding with public dollars.
BUDGET IMPACT:
The investment required is not to exceed $2,000,000. Funding has been identified within the 2016 Parks and Recreation Bond package. Return on investment is calculated at $13M to $18M per tournament.
RECOMMENDATION / ACTION REQUESTED:
It is recommended that City Council authorize the City Manager and staff to enter into negotiations and execute a contract with GUSA in an amount not to exceed $2,000,000 based on terms and conditions of the contract.
