PURPOSE:
The Neighborhood Development Department is responsible for operating grant programs that provide opportunities for low income residents to get housing upgrades through various grant and loan programs. The Department will apply to the US Department of Housing and Urban Development (HUD) for its fifth Lead Based Paint Hazard Control Grant on March 23. The Lead Grant is a match grant and requires Council approval for application.

BACKGROUND:
The focus of our community's lead program is to eliminate childhood lead poisoning as a major public health problem and incorporate an expanded healthy homes component in the households we serve. The City has received four HUD lead remediation grants over the past 14 years and will apply for a fifth grant to HUD in late March. The lead paint portion of the grant is $2.5 million and an additional $400,000 grant will target healthy homes. The program goal is to remediate lead based paint hazards in housing built prior to 1978. The funding prioritizes households with children under six years old.

The program requires a minimum of 10% match ($250,000) to be invested in lead paint remediation activities but awards higher points in the application review for additional match. We are proposing match of $390,000 spread over three years and funded from Community Development Block Grant Funds.

BUDGET IMPACT:
If the grant is approved and awarded, $390,000 in CDBG will leverage $2,900,000 in Lead Grant funds.
