PURPOSE:

City Council is requested to approve the following contract proposal from Golder Associates NC, Inc. to support Field Operations with water quality compliance monitoring, and address the ongoing corrective measures for the City’s White Street Landfill.  This contract may involve various activities to help the City operate and enhance its environmental management and monitoring of the White Street landfill. One routine service expected would be the semi-annual groundwater compliance monitoring and reporting required for the White Street landfill facility. Additional services may include storm water monitoring and troubleshooting, providing cost estimates for financial assurance and capital improvement planning, future corrective action design and implementation, and working with City staff to respond to requests by NCDEQ and EPA.  Field Operations is requesting that City Council approve the proposal made by Golder Associates NC, Inc. in the amount of $195,000.00.

 

BACKGROUND:

On November 17, 2016, the Centralized Contracting Division issued the attached RFQ on behalf of the Field Operations Department from qualified and experienced firms for professional engineering services related to water quality monitoring and reporting for the City of Greensboro. The solicitation included minority and women business enterprises (M/WBE) outreach within the 10-county region. The RFQ included Qualification-Based Selection requirements because solid waste permit and associated regulations require permits, reports, and plans to be signed and sealed by Professional Engineer and/or Licensed Professional Geologist. Five firms responded to the City’s request with their submission of proposals with one qualifying as an MWBE firm.

 

Each firm’s response met the following minimum qualifications:

                     complete and accurate submittal of the specific RFQ components,

                     satisfactory North Carolina corporate licensing, and

                     the Project Manager must be a professional engineer or geologist licensed in North Carolina with a minimum of 5 years of directly relevant solid waste consulting experience. 

 

A review committee of Richard Lovett (Field Operations), Virginia Spillman (Water Resources), Tiffany Jones (M/WBE office), Chris Marriott (Field Operations) and Lewis Walker (Field Operations) reviewed all submitted Statements of Qualifications that were received.  The committee narrowed the list to the three most qualified firms for interviews. 

 

On January 31, 2017, Golder, Joyce, and S&ME, Inc., were invited to participate in an interview with a selection committee consisting of Richard Lovett, Virginia Spillman, Tiffany Jones, Anna Stoddard (Field Operations)  and Lewis Walker to (1) meet the team that would work directly with City staff; (2) discuss how they are the best qualified to offer groundwater compliance engineering services to the City; and (3) offer ideas to enhance/improve the City’s environmental compliance monitoring requirements at the White Street Landfill. Each firm was given 20 minutes to present based on the objectives above with the remainder of time being allotted for questions from the interview committee. Time was limited to one hour per consulting company.  

 

Golder was selected as the best qualified firm to perform services based on:

                     Qualifications and experience of Golder’s project team;

                     Golder’s understanding of the needs of the City and a vision to improve to our compliance monitoring;

                     A commitment to safety and environmental responsibility;

                     Established relationships with the Solid Waste Regulators with the NCDEQ.

 

Golder has submitted the attached Task Order Proposal for an initial task, which has been reviewed and approved by the Field Operations Department.  The contract term is for three years. The total recommended budget is summarized below:

1 The general consulting is to address consulting services related to re-sampling and statistical analysis of irregular analytical results.

Requested Actions

It is estimated that annual expenditure for the first year will be $75,000 for these professional services with subsequent annual expenses (year 2 through year 3) anticipated to be the approximately $60,000 annually. This annual estimate will be affected if Council directive changes or as state and federal regulations change over the tenure of this contract. 

 

BUDGET IMPACT:

The initial contract term is for three years and is estimated at $195,000.  Funding for this contract is available in the Solid Waste Management Fund in account number 551-4306-04.5918 and in the Solid Waste Capital Improvement in account number 554-6509-01.5918.

 

RECOMMENDATION/ACTION REQUESTED:

It is recommended by the Field Operations Departments that City Council approve the bid and contract award to Golder Associates NC, Inc. for the water quality compliance monitoring at the White Street Landfill in the amount of $195,000.
