PURPOSE:

To amend Chapter 28 - Taxicabs and Buses of the Greensboro Code of Ordinances

BACKGROUND:

For the past several months, the Greensboro Police Department worked to address concerns about the City’s regulation of the taxicab industry in Greensboro.  Specifically, Chapter 28 of the Greensboro Code of Ordinances required refinements, and City’s Office of the Taxi Inspector was realigned to ensure proper supervision over taxicabs.

The Taxi Inspector ensures all taxicab operators are in full compliance with the Taxi Ordinance. The City has the capacity to issue 185 Certificates of Convenience and Necessity for the operation of taxicabs within the City, and as of January 2017, the City has issued 159 such certificates.  Twice a year, in February and August, the Taxi Inspector presents any new applications for Certificates of Convenience and Necessity to the City Clerk and City Manager for approval.

BUDGET IMPACT:

None.

RECOMMENDATION / ACTION REQUESTED:

It is recommended that City Council approve the Ordinance Amending Chapter 28 of the Greensboro Code of Ordinances with Respect to Taxicabs and Buses.
