PURPOSE:
A resolution is needed to authorize the City to enter into a contract with Transportation Management and Design (TMD) to conduct the Mobility Greensboro 2040 Long Range Public Transportation Plan.

BACKGROUND:
On October 10, 2016, a Request for Proposals (RFP) was advertised to select a firm with expertise and demonstrated performance in long range transit system planning, transit operational analysis, public engagement, and the integration of land use, demographic, employment, financial, and multimodal transportation system considerations in transit planning to prepare a Long Range Public Transportation Plan. This plan will be known as Mobility Greensboro 2040.

Three firms responded to the RFP: Tindale and Oliver, Transportation Management and Design (TMD), and AECOM. A committee evaluated and scored the proposals and recommended the selection of Transportation Management and Design (TMD) from Carlsbad, California. At their January 24, 2017 meeting, the GTA Board approved a contract with TMD to complete the Mobility Greensboro 2040 study in two phases. Phase I is to be performed over a twelve month period and Phase II shall begin after the completion of Phase I and shall continue for eight months. It should be noted that Phase II will not begin until TMD receives a Notice to Proceed. The contract maximum for Phase I is $149,936 and the maximum for Phase II is $98,665.

Federal transit grants require participation with Disadvantaged Business Enterprises (DEB). This contract had a goal of 2% DBE participation and TMD committed to meeting the 2% DBE goal set for this contract.
