PURPOSE:
The Greensboro Police Department will serve as the lead/fiscal agent to apply to the Governor’s Crime Commission (GCC) Crime Victims' Services Committee for a two-year federal grant award totaling $310,574 for the Greensboro Child Response Initiative (CRI) Program. The two-year federal award for FY 17-19 is $248,459 and requires a 20% match of $62,115, making the total grant award $310,574. The GPD will provide the match with in-kind contributions and NC Drug Tax funds. To apply for this grant, City policy requires approval by City Council.
BACKGROUND:
Competitive funds for North Carolina law enforcement and related non-profit agencies are available from the GCC on an annual basis. The GCC designates specific committees to determine the most effective methods of equitably distributing these funds across the State. The mission of the Crime Victims' Services Committee is to advocate for victims by promoting the development of effective programs that improve the response of human service professionals and the criminal justice system to crime victims.
The CRI provides a coordinated community response to children (0-18 years of age) and their families who have experienced any type of trauma or violence, with the goals of (1) reducing the likelihood of child witnesses and victims becoming later violent offenders; and (2) decreasing mental health symptoms and other negative outcomes. The program has been active since 2008. The majority (88.8%) of CRI referrals are received from GPD patrol officers.
The grant funds will support:
• Clinical supervisor/project director (10% time commitment)
• Two full-time mental health advocates (100% time commitment)
• Part-time language advocate (100% time commitment)
• Training
• Office supplies
• Promotional materials
GPD will provide the match with in-kind contributions identified from City expenditure for office space, cell phones, landline telephones and laptop leases as well as a cash contribution of $1,370 from NC Drug Excise Tax Revenue. The grant cycle is active from October 1, 2017 through September 30, 2019.
BUDGET IMPACT:
The City’s two-year in-kind and cash match of $62,115 will leverage $248,459 in federal funds. The local match will consist of office space, equipment and NC Drug Tax funds for a total grant project fund of $310,574.
RECOMMENDATION / ACTION REQUESTED:
City Council approval is requested for this grant application to support the Greensboro Child Response Initiative Program via Federal Grant Funds from the Governor’s Crime Commission FY 2017-19 in the amount of $310,574.
