PURPOSE:
The Property Management Section of the Engineering & Inspections Department is in the process of purchasing right of way, a permanent drainage easement, a permanent slope easement, and a temporary construction easement for the Holts Chapel Road Lowdermilk Street Widening and Sidewalk Improvements Project. City Council approval is requested for the acquisition of this property.

BACKGROUND:
The Greensboro Department of Transportation has approved the Holts Chapel Road and Lowdermilk Street Widening and Sidewalk Improvements Project. The main purpose of the project is to provide pedestrians with a safe route from East Market Street to Franklin Boulevard by installing sidewalks, curb and gutter along Holts Chapel Road and Lowdermilk Street.

The subject property is located at 904 Lowdermilk Street, parcel #0021160. This property is owned by Sams Investment Group, LLC. The portion of property to be purchased was appraised by Charles D. Foster and was valued at $41,697. After negotiations the owners have accepted a price of $50,041.

The property is zoned R-5 (Residential Single-Family). The required Right of Way acquisition consists of 5,938 Sq. Ft. (0.14 acre) along with 172 Sq. Ft. (0.004 acre) within the present right of way, the required permanent slope easement of 3,614 Sq. Ft (0.08 acre), the required temporary construction easement of 4,823 Sq. Ft. (0.11 acre), and the required permanent drainage easement of 157 Sq. Ft. (0.004 acre).

BUDGET IMPACT:
