PURPOSE:
The bids for Contract 2016-056 (Stormwater System and Water Line Improvements) have been received. In order for the work to proceed on this contract, City Council approval is requested for award of the contract to Smith-Rowe, LLC for $1,700,188.10.

BACKGROUND:
This work consists of approximately 950 linear feet of 54" reinforced concrete pipe storm drain, 75 linear feet of 42" reinforced concrete storm drain, 30 linear feet of 36" reinforced concrete storm drain, 75 linear feet of 18" reinforced concrete storm drain, 750 linear feet of 12" water main, 500 linear feet of 8" water main, and 60 linear feet of 6" water main along Smith Street to Eugene Street and along Lindsay Street. The bids were opened on January 19, 2017 and the apparent lowest, responsible bidder is Smith-Rowe, LLC (Mount Airy, NC) with a bid of $1,700,188.10.

The M/WBE utilization goal was MBE 4% and WBE 5%.
The contractor's commitment is MBE 4.4% and WBE 5.0%.

Yates Construction $2,068,838.10 (MBE 5.0%, WBE 7.0%) Stokesdale, NC

The proposed date for start of construction is March 27, 2017. The proposed date of completion is August 24, 2017.

BUDGET IMPACT:
Funding in the amount of $1,436,310.10 is budgeted in the Water Resources Stormwater Capital Projects Fund 506-7016-01.6018 A17046 and $263,878.00 in the Water & Sewer Capital Projects Fund 503-7026-01.6016 A17036. A budget adjustment is necessary to use both accounts.
