PURPOSE:

Water Resources is requesting a change order to contract 2015-0790 related to the Mitchell WTP Major Electrical Improvements project to provide design services tied to the construction of electrical improvements and upgrades at the Mitchell WTP. In order to provide adequate design services, approval of a contract change order is requested.

 

BACKGROUND:

The City authorized professional services contract 2015-0790 with Arcadis G&M Of North Carolina, Inc. in the amount of $1,170,000 on October 20, 2015 to provide design services for Mitchell WTP Major Electrical Improvement project. The purpose of the project is to address aging and deteriorating electrical infrastructure at the Mitchell WTP, improve high service pumping capabilities, and provide for the warehousing of critical parts. A second important aspect to this project is aimed at improving “redundancy and resiliency” of the systems targeted for the design improvements.

 

The design efforts consisted of improvements in three distinct areas. The major electrical improvements intended to eliminate diesel engine drives for two high service pumps and restore emergency pumping capabilities.  The second area, high service pumping improvements, supports the installation of a new high service pump motor, drive, and associated piping systems and replacement of high service pump #3. Lastly, the parts warehouse facility will focus on renovations to the second floor of the Mitchell Filter Building and in the floor shop area of the High Service Pumping Station.

 

Change Order No. 1 includes additional efforts and engineering design work associated with the major electrical improvements and the high service pumping improvements. The scope of work has been expanded by the need of further analysis and evaluation of auxiliary power options for the plant which identified a cost-effective dual utility feed option in addition to a stand-by power generating facility. Additional work included efforts associated with developing resilience requirements and additional improvements to strengthen the ability of the city to provide service under catastrophic circumstances.  Hydraulic and Physical modeling for the high service pumping improvements was needed to complete the final design and is also included as part of this change order fee.

 

The design team for the contract includes an on-call consultant, Arcadis G&M of North Carolina, Inc., with S.L. King and Associates, Inc., JC Waller and Associates, P.C. and Shermin Ata, Architect, PLLC.   M/WBE Utilization for the design services contract is 11% of the total contract and change order amount (8% MBE and 3% WBE).

 

BUDGET IMPACT:

Funding in the amount of $495,000 is budgeted in the following Water Resources Capital Projects Bond Fund account: 515-7023-02.5410. A budget adjustment is necessary to use this account.

 

RECOMMENDATION / ACTION REQUESTED:

The Water Resources Department recommends City Council approve a Change Order in the amount of $495,000 to contract 2015-0790 with Arcadis G&M Of North Carolina, Inc. for Mitchell Water Treatment Plant (WTP) Major Electrical Improvements and associated budget adjustment.
