PURPOSE:
The City of Greensboro is entering into a Last Mile Agreement with the State of North Carolina Department of Transportation to assist railroad passengers in reaching their final destination via transit services. A resolution must be approved for execution of this agreement.
BACKGROUND:
Under this agreement, NCDOT will provide magnetic-striped transit passes for distribution to riders who are paying passengers on the rail service, reimbursing the Transit Provider the full fare for each recorded boarding of a holder of a valid transit pass. The State agrees to issue each train passenger a Last Mile Transit Pass upon request from the conductor upon purchasing his train ticket, at no additional cost. The train passenger will swipe their Transit Pass upon boarding the bus for their final destination. Passengers taking advantage of ADA paratransit services may use the Transit Pass to access all ADA services available from the Transit Provider by showing the Transit Pass to the designated ADA Paratransit Driver. The Transit Pass will be good for one in-route bus transfer on the Transit Provider’s buses or one-way ADA Paratransit trip on buses or other modes of transportation provided for ADA passengers. Use of the Transit Pass is limited to the day of passenger’s train travel.
BUDGET IMPACT:
No additional City funds will be required. NCDOT agrees to pay full fare for each recorded boarding of a holder of a valid transit pass distributed pursuant to this agreement.
RECOMMENDATION / ACTION REQUESTED:
The Department of Transportation recommends and requests that the City Council approve the attached resolution authorizing the Last Mile Agreement with NCDOT.
