PURPOSE:

Consider a resolution authorizing the City Manager to execute contracts totaling $473,980 associated with the USDA Local Food Promotion Program grant award. Grant funds will be allocated to the Guilford County Cooperative Extension Agency, the Greensboro Farmers Market, Out of the Garden Project, and the University of North Carolina, Greensboro to execute grant supported programs in partnership with the City over a three-year period. Authorization by City Council is required to execute these contracts.

 

BACKGROUND:

In May 2016, the City of Greensboro partnered with four agencies to apply for a grant from the US Department of Agriculture’s Local Food Promotion Program (LFPP) to support implementation activities identified in the Fresh Food Access Plan, adopted in 2015. Implementation of the Fresh Food Access Plan is one of the proactive strategies the City has undertaken to address the food disparity issues in the community. City Council accepted the grant award in November 2016.

 

Grant funds will be used to support shared use kitchens, outreach, and training programs geared to new, non-restaurant food businesses that focus on value-added products sourced from locally produced foods. City staff will administer the grant, oversee implementation and report progress over the three-year grant period.

 

Contracts will be executed with program partners in the following amounts:

                     72,000                     Out of the Garden

                     37,730                     University of North Carolina, Greensboro

 

BUDGET IMPACT:

A budget amendment was approved by City Council on November 15, 2016 to allocate the awarded grant funds and identify the source of the required in-kind match. The contracts will be paid from account number 220-2286-01. 

 

 

RECOMMENDATION / ACTION REQUESTED:

Staff recommends approval of the resolution authorizing the City Manager to execute these contracts associated with the grant award.
