PURPOSE:
The Engineering and Inspections Department is responsible for the cleaning of multiple city-owned facilities. The Department utilizes contracted services to support the cleaning of J Douglas Galyon Depot bus area. This contract is anticipated to exceed $100,000 and requires City Council approval under the current City service contract policy.
BACKGROUND:
At the request of the Engineering and Inspections Department, the Centralized Contracting Division conducted an on-line competitive Request for Bids (RFB) for Janitorial Services for the Depot through the Greensboro Electronic Procurement System (GEPS) in Event #8399. Contacts were solicited through the GEPS system and the Centralized Contracting Division sent an outreach email to 22 North Carolina certified M/WBE firms from the Greensboro M/WBE Plan's 10-county area, inviting them to respond to the RFB. A total of eight firms submitted responsive responses, two which meet the City's plan as NC Historically Underutilized Business (HUB) certified M/WBE firms. The M/WBE memo is attached.
The Department evaluated the submittals based on the lowest responsive responsible bid standard of award, which considers lowest pricing and meeting minimum requirements. Century Janitorial Plus LLC, with offices located in Greensboro, NC, was the lowest qualified bidder and is recommended for the contract award.
BUDGET IMPACT:
