PURPOSE:
Allocations are for programs funded through the Workforce Innovation and Opportunity Act (WIOA) via the U.S. Department of Labor, passed through the N.C. Department of Commerce (NC DOC) and its Division of Workforce Solutions to the Workforce Innovation and Opportunity Act Local Area program administered by the City of Greensboro's Office of Workforce Development division and the Guilford County Workforce Development Board (WDB). A budget amendment needs to be approved to allow the expenditure of funds.

BACKGROUND:
1. Includes Detail Section 1 in attachment A. The NC Department of Commerce provides rapid response contingency funds for dislocated workers to local WDBs based on request. The Guilford WDB has been granted funds in the amount of $200,000 effective 11/22/2016, expiring 6/30/2017. These funds will be used to supplement services provided to dislocated workers through the NCWorks Career Centers.

The PY 2015 Guilford DW Rapid Response Fund is created in the amount of $200,000.

2. Includes Detail Section 2 in attachment A. The NC Department of Commerce provides planning grants for assistance in developing regional career pathways in local areas. The Guilford WDB has been granted funds in the amount of $30,000 effective 9/23/2016, expiring 6/30/2017. These funds will be used for planning activities related to developing the career pathway for aviation in the piedmont triad region.

The FY 2015 Career Pathways Fund is created in the amount of $30,000.

BUDGET IMPACT:
The attached ordinance results in an increase of $230,000. This increase will be funded through grant funds. No City funding is required.
