PURPOSE:

To amend provisions of the City Code to expand the criminal background check requirements for panhandlers to cover sexual offenses as offenses which would require denial of a business permit.

 

BACKGROUND:

Section 20-72 of the City Code of Ordinances requires panhandlers to obtain a business permit.  Prior to issuing the permit, the Greensboro Police Department conducts a criminal background check to determine whether the applicant for the panhandler business permit has previously violated the Peddlers and Solicitors Chapter or has been convicted of certain violent crimes.  If the applicant has been convicted of certain offenses in the last five to ten years, then the permit will be denied.  The proposed amendment will add sexual offenses and abuse involving a minor to the list of crimes which result in denial of the permit.

It is recommended that City Council consider adoption of the proposed ordinance amendment.
