PURPOSE:
A resolution is needed to ratify the Memorandum of Agreement (MOA) between the City of Greensboro and Guilford County executed in 2011, an amendment executed in 2012 and an amendment needed in 2016. This request is pursuant to the law requiring City Council approval of all interlocal agreements. The contract and amendments allows for Guilford County to provide a medical advisor for the Fire Department Basic Education Institution which started in 2011.

BACKGROUND:
The City of Greensboro, hereafter City, developed and instituted the Greensboro Fire Department Basic Education Institution (GFDBEI) in 2011. Guilford County is required by law to appoint a Medical Director and Assistant Medical Director for emergency medical services offered by the County. The first medical advisor for the GFDBEI was Dr. Michael C. Fortner who served until his resignation. On March 1, 2012 Dr. Brian A. Opitz became the medical advisor to the GFDBEI. Guilford County notified the City in September 2016 that Dr. Melanie Belfi is the new Medical Director for Guilford County requiring a second amendment to the MOA signed in 2011. The City is not charged a fee for the services provided by the Medical Advisors provided by Guilford County.
