PURPOSE:
Hazen and Sawyer, P.C. is being requested to provide Construction Management and Resident Project Representative Services for the T.Z. Osborne NPW Pump Station and Electrical Upgrades project. City Council approval of a contract in the amount of $455,480 is requested.

BACKGROUND:

The T.Z. Osborne NPW Pump Station and Electrical Upgrades project consists of putting in a new pump station for the solids handling building, as well as a new electrical sub-station to provide power to the pump station. The existing NPW system needs to be upgraded to meet future demands and compliance with Maximum Achievable Air Control Technology (MACT) regulatory requirements. The new NPW pump station and supply line, dedicated to supplying NPW to the solids handling building will meet existing and future needs. The proposed new NPW supply line will also provide a cross connection to allow the pump station to supply other facility demands if needed. Hazen and Sawyer, P.C. and Chester Engineers (NC), Inc. were contracted to design, obtain permits and assist with the bidding of construction documents for the project. The Construction Management and Resident Project Representative team will include Hazen and Sawyer, P.C. and Chester Engineers (NC), Inc. Chester Engineers is a local MBE and their utilization is 33.3% of the contract amount.

BUDGET IMPACT:
Funding is budgeted in Water Resources Capital Fund account 503-7026-06.5410 in the amount of $455,480. A budget adjustment is needed to use this account.
