PURPOSE:
The Office of Justice Programs, Bureau of Justice Assistance (BJA) has awarded the Greensboro Police Department a Body-Worn Camera (BWC) Policy and Implementation Federal Grant FY 16 totaling $300,000. A $300,000 match is required, making the total project budget $600,000 over the two-year award period of October 1, 2016 through September 30, 2018. The grant application was approved on June 21, 2016 (Ord#196-16). Approval of a budget ordinance is also required by City Council to accept this grant.

BACKGROUND:
The FY 2016 BWC Policy and Implementation Programs (PIP) will support the implementation of body-worn camera programs in law enforcement agencies across the country. The intent of the program is to help agencies develop, implement, and evaluate BWC programs as one tool in a law enforcement agency's comprehensive problem-solving approach to enhance officer interactions with the public and build community trust. This program is funded under the Department of Justice Appropriations Act, 2016 (P.L. 114-113).

The project goal for the Greensboro Police Department is to purchase equipment, support BWC and data usage, develop policy and provide enhanced training.
BUDGET IMPACT:
This is a reimbursable grant and a $300,000 match is required. The police department will provide the matching funds from NC Drug Excise Tax proceeds and the funds will be housed in grant account #220-3548-01.
