PURPOSE:
City Council approval is requested for a design reimbursement agreement with Kotis Properties, Inc. in an amount not to exceed $600,000. This agreement covers design for the portion of the A&Y Greenway from Benjamin Parkway to the existing A&Y Greenway, north of Markland Dr., as well as affected roadways, green areas, intersections and sidewalk within these limits.

BACKGROUND:
The existing A&Y Greenway was constructed on the abandoned Atlantic-Yadkin railroad bed. Currently, Greensboro's only Rail Trail, the A&Y provides a scenic alternative transportation route to Battleground Avenue for bicycle and pedestrian commuters. When complete, the A&Y Greenway will extend to Downtown Greensboro and connect with the Downtown Greenway to complete a route from Downtown Greensboro to Summerfield, NC.

The City of Greensboro completed a feasibility study earlier this year and finalized a conceptual design for Phase 4 of the Downtown Greenway and the rest of the A&Y Greenway. This design reimbursement agreement will build on that work by completing the construction plans for a portion of this Greenway in conjunction with on-going development along this corridor. The City of Greensboro and Kotis Properties, Inc. combined are the majority owners along this section of the Greenway. This contract will allow the design work to advance. The associated costs are in line with similar Greenway bids.

BUDGET IMPACT:
The total contract amount is $600,000 for design work and it will be funded from 2008 bond account 471-4502-30. A budget adjustment is required to move funds from the holding account to the appropriate project account. The c...
