PURPOSE:
City Council is requested to approve a contract with Owens Roofing to replace the Greensboro Coliseum main arena roof. The existing arena roof was installed in 1992 with a 25 year rubber membrane. This old roof will be replaced with a new 25 year rubber membrane roofing system. The contract with Owens Roofing will be in the amount of $2,232,770.
BACKGROUND:
At the April 5, 2016 City Council Meeting, City Council approved a $20,000,000 bond package that will be paid back with future hotel/motel tax revenues. These funds are being used for Coliseum roof replacements for both the main Coliseum arena and Special Events Center, along with other Coliseum improvements, i.e. Fieldhouse building, new pool at the GAC, etc.
The Coliseum received six bids to replace the main arena roof on Wednesday August, 10, 2016. Owens Roofing submitted the lowest responsible base bid in the amount of $1,876,770. Plus an add alternate in the amount of $356,000 for added thermal roof insulation. The total contract will be in the amount of $2,232,770 and the project duration is approximately 150 days.
The City of Greensboro's M/WBE goal setting committee determined that there were not any subcontracting opportunities with this roof replacement project and did not set an M/WBE goal on this project. The selected vendor completed an appendix "E" form, notifying the City that they will self perform all work requirements on this roofing project.
