PURPOSE:
The adopted policy allows City Council to grant approval of utility extensions and connections outside of the City of Greensboro's corporate limits. This resolution will allow the developer (Blue Ridge Companies) to extend City water and sewer lines and connect to the system as Sedalia Crossing develops as a mixed use project.

BACKGROUND:
The City currently has public water and sanitary sewer lines located within close proximity to Sedalia Crossing. The developer has begun the process to investigate and to secure various County and City approvals to allow the development of this site.

On April 3, 2012 and again on May 20, 2014, City Council adopted the "City of Greensboro Policy - Water & Sewer Services Outside the Corporate Limits" to address the extension of water and sanitary sewer lines and to allow for extensions and connections outside of the City of Greensboro's corporate limits.

Sedalia Crossing is not eligible for annexation because portions are located closer to Whitsett's primary corporate limits then it is to Greensboro's corporate limits and because portions are located within the Town of Sedalia.

This resolution will allow water and sanitary sewer lines to be extended to provide service to Sedalia Crossing, in anticipation of annexation in the future as the property becomes eligible.

BUDGET IMPACT:
This item will have no effect on future budgets since the developer will be responsible for the extension of utilities.
