PURPOSE:
The Greensboro Police Department wishes to contract with the Kellin Foundation to support the Greensboro Child Response Initiative (CRI). The police department serves as the lead/fiscal agency for a Governor’s Crime Commission (GCC) grant for the program. The grant continues through June 30, 2017 and this year’s award is $125,000. Upon the exhaustion of the grant funds, the department wishes to provide gap funding to CRI until June 30, 2017. The City of Greensboro has authorized $150,000 as a contribution to a non-governmental agency for the CRI program. The funding has already been approved and is housed in budget account 101-95-1018. The contribution is the first funding the City has provided the Child Response Initiative Program as it has been and is currently grant funded. The contract is presented to Greensboro City Council in accordance with current city fiscal procedures.
BACKGROUND:
The GPD acts as the lead/fiscal agency for a GCC grant for the Child Response Initiative. The grant cycle is active from July 1, 2015 through June 30, 2017 and this year’s award is $125,000. The grant funds are used for payment of personnel, training and office supplies for general day to day activities, maintaining program records and promotional materials.
The Greensboro CRI Program focuses on providing specialized mental health advocacy services to improve response to children who witness or experience violence in order to minimize the traumatic impact of violent crime among children. Primary activities include: (1) direct, specialized mental health advocacy services for child victims; (2) enhanced coordination of victim response across multiple victim-serving agencies; and (3) monthly advocacy/outreach activities to identify child victims in all police districts in Greensboro. The program has been active for eight years.
The City of Greensboro has authorized $150,000 as a contribution to a non-governmental agency for the Greensboro Child Response Initiative. The Police Department wishes to contract with Kellin Foundation to continue CRI after the GCC funds are spent out.
BUDGET IMPACT:
The contract will be funded through budget funds in the amount of $150,000 for the fiscal year and will be paid out of account 101951018.
RECOMMENDATION / ACTION REQUESTED:
It is requested that the City Council pass the resolution allowing the Greensboro Police Department to enter into a contract in the amount of $150,000 for the period of September 1, 2016 through June 30, 2017 with Kellin Foundation.
