PURPOSE:

The Property Management Section of the Engineering & Inspection Department is in the process of conveying a permanent drainage easement and a temporary construction easement on City owned property located at 5109 Carlson Dairy Road, Parcel #0078255, to the NC Department of Transportation (NCDOT). City Council approval is requested for the conveyance of these easements.

BACKGROUND:

NCDOT is replacing the bridge over Brush Creek on Fleming Road because of age and poor condition. NCDOT will provide a temporary detour bridge while the permanent structure is being replaced. Fleming Road connects traffic from Bryan Boulevard and the new Urban Loop to the northern parts of the city. The City of Greensboro owns and maintains a greenway and park off of Fleming Road within close proximity to the bridge.

The permanent drainage easement will consist of approximately 12,915 Sq. Ft. (0.296 acre), and the temporary construction easement will consist of approximately 37,056 Sq. Ft. (0.85 acre). The property is zoned PNR (Parkland and Natural Resource Area).  The City’s Water Resources Department has reviewed the plan and approved the easements.

BUDGET IMPACT:

NCDOT has requested these easements; therefore there will be no budget impact.

RECOMMENDATION / ACTION REQUESTED:

The Property Management Section of the Engineering & Inspections Department recommends the approval of this acquisition.
