PURPOSE:
The Facilities Division of the Engineering & Inspections Department is in the process of replacing existing roofs on city buildings that have surpassed their useful life expectancy. This identified roof has numerous water intrusion issues that require patching and maintenance after each rain event.

BACKGROUND:
Facilities advertized and conducted a bidding opportunity for all interested contractors to visit the site and obtain a bid package outlining the scope of work. The base bid was for re-roofing the building including the skylight. Alternate No.1 was to pressure clean the entire exterior of the building once the roof was replaced. On Tuesday June 22, 2016 bids were opened with the following results:

Firm Base Bid Alt.1 Total
Allied Roofing $815,960 $36,550 $852,510
AAR $772,500 $81,400 $853,900
Triad Roofing $937,879 $34,240 $972,119
Owens $1,075,629 $49,337 $1,124,966
Muter Construction $1,841,138 $155,000 $1,996,138

As roofing contracts are historically self performed, the M/WBE Goal Setting Committee did not set a formal goal for this project and encouraged bidders to solicit M/WBE firms for any opportunities identified by the bidder. These efforts were reviewed and accepted by the M/WBE office as indicated in the attached letter resulting in 4.3% WBE committed participation.

BUDGET IMPACT:
Funding for this contract in the amount of $852,510 is available in the General Capital Projects Fund,
Account #411-6001-01.5613.
