PURPOSE:

To authorize the City Manager to enter into a contract between the City of Greensboro and the Declan Donoghue Foundation for the purchase and installation of playground equipment at Lindley park.  The Declan Donoghue Foundation will provide 51% of the budget towards playground equipment and installation at Lindley Park on the following terms:  The playground will be named after Declan, such as Declan’s Playground at Lindley Park; A sign is installed with Declan’s story and legacy; The playground is designed with the Declan Donoghue Foundation colors and design including orange, purple and green butterflies; and The project is awarded without accepting other bids to Cunningham & Associates, a Game Time Company, as this is the only company that has the orange polies desired by the Declan Donoghue Foundation.  The City will pay 49% of the cost of the playground equipment in the total amount of $35,000.

BACKGROUND:

The Declan Donoghue Foundation, created in 2010 by the parents of Declan Donoghue, seeks to carry on the memory of Declan through the spirit of play, by helping fund and build playgrounds in the Triad area.  The third Declan’s Playground, and Greensboro’s first, was installed at Marylene F. Griffin Community Park in 2014.  Since that time, the Foundation has expressed a desire to build a second Declan’s playground in Greensboro.  Department staff has worked with the Foundation to evaluate and recommend potential playground sites that would meet the Foundation’s criteria.  After much consideration, Lindley park was selected as the preferred location for Declan’s second playground.  The Friends of Greensboro Parks and Recreation Foundation unanimously agreed on April 11, 2016 to support and partner with the Declan Donoghue Foundation on the project.  With support from the surrounding neighborhood, the Parks and Recreation Commission unanimously recommended approval of the acceptance and installation of Declan’s Playground at Lindley Park at its June 8, 2016 meeting.

BUDGET IMPACT:

The City’s portion of the playground equipment is $35,000.  Funds are available in Account Number 472-5004-01.6019.

RECOMMENDATION / ACTION REQUESTED:

City Council is asked to consider approval for the City Manager to enter into a contract with the Declan Donoghue Foundation where $40,000 has been pledged from the Foundation towards the purchase and installation of playground equipment at Lindley Park with the balance owed on the equipment in the amount of $35,000 paid for by the City.
