PURPOSE:
The bids for Contract 2015-024 (McLeansville Road and Birch Creek Road Loop Feed Waterline Extensions) have been received. In order for the work to proceed on this contract, City Council approval is requested for award of the contract to Smith Rowe, LLC for $984,115.76.
BACKGROUND:
This work consists of installation for 6", 8", 12", and 16" ductile iron waterlines with associated hydrants, valves, and fittings. The bids were opened on June 6, 2016 and the apparent lowest, responsible bidder is Smith Rowe, LLC (Mount Airy, NC) with a bid of $984,115.76.
The M/WBE utilization goal was MBE 3% and WBE 3%.
The contractor's commitment is MBE 4.9% and WBE 0.8%.

The proposed date for start of construction is August 1, 2016. The proposed date of completion is April 8, 2017.
BUDGET IMPACT:
Funds for this construction contract are budgeted in the Water Resources Capital Improvements Fund. The account number will be 503-7025-01.6016 Activity A16034. A budget adjustment is needed to use this account.
