PURPOSE:
The City of Greensboro received funding in the amount of $1,618,000 for the purchase of four (4) replacement buses to be used in GTA's fixed route service. The North Carolina Department of Transportation (NCDOT) approved a state funding match request in the amount of $133,247 to support eligible expenses. A resolution must be approved to accept these funds.

BACKGROUND:
At the December 15, 2015 meeting, the Greensboro City Council approved a budget ordinance establishing FY 2015 FTA Congestion Mitigation Air Quality (CMAQ) grant funding in the amount of $1,618,000. These funds will be used to replace four (4) diesel 40 foot fixed route buses that have exceeded FTA's useful life standards, both in years of service and mileage. The North Carolina Department of Transportation (NCDOT) has approved a state funding match request in the amount of $133,247 for this purchase. The State funds will reduce the required local match to $152,282. Previously the 15% required local match was coming entirely from City funds.

BUDGET IMPACT:
The original budget for the CMAQ Bus Purchase FY 15 Grant account (567-4507-01) is as follows:

$1,618,000 (85%) Federal
$ 285,529 (15%) Local
$1,903,529

The revised budget, accounting for the additional state matching funds, will be as follows:

$1,618,000 (85%) Federal
$ 133,247 (7%) State
$ 152,282 (8%) Local
$1,903,529

A budget adjustment is required to reduce the amount of local funds budgeted in the account.

RECOMMENDATION / ACTION REQUESTED:
The Department of Transportation recommends and requests that the City Council approve the attached resolu...
