PURPOSE:

There is a tremendous need to continue the Police Neighborhood Resource Centers (PNRC) jointly operated by the Greensboro Police Department and Greensboro Housing Authority to address criminal activity and to continue the successful community oriented policing strategies in these neighborhoods. Both agencies believe that the continued operation of the Police Neighborhood Resource Centers is valuable to the residents of the neighborhoods and to the greater good of the City. Greensboro Housing Authority began contracting with the Greensboro Police Department for supplemental policing services for the Police Neighborhood Resource Centers (PNRC) in 1989 and has continued to the present. The FY 2016-2017 contract is presented to Greensboro City Council in accordance with current city fiscal procedures.

 

BACKGROUND:

The Greensboro Housing Authority (GHA) desires the assistance of the Greensboro Police Department in providing additional police services to create drug and crime free communities and to provide for the safety and protection of the residents in its public housing communities. Previously, GHA and the GPD contracted to provide PNRC services to five communities: Claremont Courts, Hickory Trails, Hampton Homes, Ray Warren Homes and Smith Homes. Presently, GHA represents two of the five locations, Smith Homes and Ray Warren Homes. The other three communities are managed by Limited Liabilities Corporations and are contracting for PNRC services with the GPD separately.

 

The Greensboro Police Department will continue to provide 4 foot patrol officers assigned specifically to the Ray Warren Homes and Smith Homes Police Neighborhood Resource Centers. The department will also provide one supervisor for all of the PNRC officers, as well as necessary uniforms, weapons, vehicles and other items necessary to perform the officers' duties. They will employ a community-policing concept and will patrol the communities on foot or bicycle to the maximum extent possible to maintain a high degree of visibility and contact with the residents. The Greensboro Housing Authority will provide office space and office equipment at Ray Warren Homes and Smith Homes for these officers, and will contract with the Resident Councils in both communities to manage the Police Neighborhood Resource Centers (PNRC).

 

BUDGET IMPACT:

The contract will be funded with Greensboro Housing Authority funds of $123,880 ($61,940 per site) for FY 2016-17. The Greensboro Housing Authority will reimburse the City for a share of the salaries of assigned officers and their supervisor. Expenditures and revenues associated with the PNRC are housed in accounts 101-3510-05.

 

RECOMMENDATION / ACTION REQUESTED:

It is recommended that the City Council pass the resolution allowing the Greensboro Police Department to enter into a contract in the estimated amount of $123,880 for the period of July 1, 2016 through June 30, 2017 with the Greensboro Housing Authority.
