PURPOSE: Amend Chapter 10, section 10-21(d) of the Greensboro Code of Ordinances with respect to Fire Prevention and Protection to increase the fee for providing proprietary “Compliance Engine” software service to all commercial occupancies in the City of Greensboro to collect, organize and store all code required third party inspection and testing records from ten dollars ($10.00) to twelve dollars ($12.00) per system, per year. The City of Greensboro has used an outside company, Brycer, LLC, to collect all required information from commercial businesses required to submit monthly, quarterly, semi-annual and annual reporting. A Resolution is necessary approving a three (3) year extension to the contract with Brycer, LLC and amending a provision of the contract with respect to Notice.
BACKGROUND: The Greensboro Fire Department, Life Safety Division, is responsible for ensuring that all fire suppression, fire detection and other life safety systems installed in commercial establishments has used the services of Brycer, LLC since May 30, 2013 to ensure all fire suppression, fire detection and other life safety systems installed in commercial establishments are up to date and functioning correctly. The Fire Department requested the code amendment in 2013 because Brycer, LLC offered to provide the service and charge the businesses the fee annually per fire system reported on. Previously, due to manpower shortage it was impossible to inspect facilities as often as required by the state and the Fire Department was paying outside companies to provide the monthly, semi-annual and annual inspection reporting required by the state. The City does not incur any costs for the use of the Compliance Engine software.
BUDGET IMPACT: There is no cost to the City budget. Payment is made directly by the contracted inspector to Brycer, LLC for this service.
RECOMMENDATION/ACTION REQUESTED: City Council is asked to consider adoption of the attached resolution between the City of Greensboro and Brycer, LLC.
